Several behaviors that are permitted in other countries are not lawful in Dubai, including public displays of love between unmarried or LGBTQ partners, inebriated conduct, immodest clothing, cursing, photographing individuals without their permission, and criticizing the UAE's leadership, among others.
In summary, you must dress and behave modestly here. Everything insane in the city happens behind closed doors. It's a "see no evil" thing. Don't test the limits in public or you'll get in trouble.
